In April 2021, Immigration Minister Marco Mendicino created several new permanent immigration routes for key workers and international graduates currently working in Canada by the Department of Immigration, Refugees and Citizenship of Canada. Who is eligible for the TR to PR immigration program for international students?

To qualify for the new International Student Immigration Program, applicants must prove that: 

1. Since January 2017, I have graduated from a designated educational institution in Canada for at least 8 months of the study program. 

2. Obtain one of the following qualifications from a designated educational institution. 

  • Degree (Associate Degree, Bachelor, Master or PhD). 
  • A degree, diploma, certificate, or certificate of completion for any period, of course, that leads to crafting activities. also 
  •  One or more diplomas/certificates/certificates if the following conditions are met: 

For diplomas/certificates/certificates, the duration of each study program must be at least 8 months and the total duration of the certificate must correspond to a 2-year certificate (at least 16 months). .. 

 For DVS and AVS, each course must consist of at least 900 hours and the combined course must consist of at least 1,800hours.

5. If you apply for the Foreign Program, you have reached at least CLB Level 5 in English or French in the last two years, and if you apply for the Francophone Program, you have reached at least CLB Level 5 in French. 

6. You reside in Canada (or are eligible to regain your status) with a valid temporary stay status, receive your permanent residence application, and are physically present in Canada when your application is approved. 

The 7th Intended to live in a state or region other than Quebec.  In addition to the above criteria, all applicants (and dependents) must pass medical and criminal background checks and are not permitted to enter Canada.

Who is eligible for the TR to PR Immigration Program for Essential Careers?


To qualify for an essential profession under the new immigration program, applicants must prove that: 

1. Have at least one year of full-time or full-time equivalent work experience with a qualified employee or healthcare professional within the last three years immediately before applying. One year of professional experience must be obtained in one or more of the professions funded as follows: 

  • Healthcare Worker: One year of professional experience must be obtained in one or more of the professions listed below. 
  • Key Worker: One year of professional experience must be obtained in one or more of the professions listed below, or a combination of professions classified as Healthcare Workers or Key Workers. 2.2. He is engaged in all professions when he receives his application for permanent residence in Canada

 3. Meet the definition of an employee and obtain a  valid work permit for the duration of qualified work experience in Canada.

To qualify under any of the Public Essential Guidelines, applicants must have at least one year of work experience in Canada in one of the last three years of an ambitious career. How do I apply for one of the TR to PR immigration programs?

All applications must be submitted electronically concerning the appropriate public policy for which the applicant is eligible. IRCC has released a new application portal specifically designed to process applications submitted under one of the TR to PR immigration programs.

What documents do I need to apply for the new permanent resident immigration programs?


Immigrants, refugees, and Canadian citizenship have not yet issued a document checklist for all required documents, but applicants can expect to submit the following documents as part of their application. 

  •  Completed application form. 
  •  Citizen status document. 
  •  A copy of the Canadian Education Certificate and Transcript (if applicable). 
  •  Proof of language skills. 
  •  References to employment from Canadian employers. 
  •  copy of passport. 
  •  A copy of all Canadian immigration permits. 
  •  Police permission; 
  •  The result of the medical examination.

If I apply under one of the TR to PR immigration programs, do I need to provide proof of settlement funds?

Unlike other immigration programs to Canada, applicants do not need to provide proof of settlement funds when applying for any of these new immigration programs.

How Much Does a TR to PR Immigration Program Cost?

Applicants are required to pay a total fee of $ 1,050 when applying for any of these permanent residency programs. 

 If the companion spouse or life partner is also included in the application, the applicant must also pay the fees for the companion spouse and dependent children.

Do I need a job to apply for a TR to PR immigration program?

Applicants do not need to have job listings from a Canadian company to apply for any of these new programs. Qualifications under these programs focus on the applicant's previous educational or work experience in Canada, not on future employment opportunities.

Public policy for primary care and healthcare professionals requires applicants to have at least one year of work experience in Canada over the last three years. Official guidelines for international graduates require applicants to be currently working in Canada. Under these guidelines, there are no requirements regarding the type of work experience in Canada.

How long does it take to process an application made under the TR to PR immigration program?

Although official guidelines do not indicate how long it will take for Canadian immigrants, refugees and citizenship to process these applications, these programs are referred to as "quick" routes to Canadian immigrants. The purpose of these public actions is to enable foreigners and international university graduates to become permanent residents of Canada to contribute to Canada's economic recovery. However, the IRCC has promised to process 40,000 applications received under the TR to PR immigration program in 2021, and the rest will be processed in 2022.

Can the applicant's spouse and dependent children be included in the application for permanent residence under the TR to PR immigration program?

For all four public policies, eligible spouses or partners and dependent children can be included in the application for permanent residence as accompanying relatives. This means that you will also be granted permanent residence under these new programs.

Is there a limit to the number of applications that the TR to PR immigration program can process?
