Sean Fraser tables strategy for temporary residents who want to become Canadian permanent residents

The idea to increase the number of temporary residents who can apply to become permanent residents in Canada has been announced. Sean Fraser, the minister responsible for immigration, has proposed a plan to make it easier for foreign employees and international students to obtain permanent residency.

Fraser presented a plan on September 20 during normal proceedings to increase the number of foreign employees and international students with extensive work experience who can transfer to permanent residence in fields where there is a persistent labor shortage. Later in the day, the records were made available on the government website. The plan provides a five-pillar framework that addresses Immigration, In order to assist temporary residents in becoming permanent residents of Canada, Refugees and Citizenship Canada (IRCC) will take the following actions:

Pillar 1: According to the press release, the government will continue to use the immigration targets listed in the Immigration Levels Plan for the years 2022–2024. This year, Canada anticipates welcoming a record 431,645 immigrants. Fraser must submit the updated 2023–2025 Immigration Levels Plan before November 1.

Pillar 2: To enable IRCC to invite candidates based on an economic objective, the government would alter the Express Entry system. The IRCC previously informed CIC News that the new Express Entry drawings would probably begin in the early months of 2023.

Pillar 3: On November 16, the IRCC intends to adopt the National Occupational Classification (NOC) 2021. Three formerly qualified occupations will no longer be eligible for Express Entry thanks to this new system for classifying occupations. The government also wants to remove obstacles for physicians and other ways to transition essential workers who are in high demand, improve pilot programs to support permanent residency pathways for caregivers and agri-food workers, and increase newcomers' access to information to ensure that they meet the requirements and connect them to federal and provincial or territorial immigration programs.

Pillar 4: Increasing French immigration outside of Quebec is a goal of IRCC's fourth pillar, which also includes the creation of a new Municipal Nominee Program. In addition, the government is still working with the territories, provinces, and businesses in Canada to develop routes to permanent residency, such as the Provincial Nominee Program (PNP).

Pillar 5: This new system for identifying jobs eliminates three previously qualified occupations from Express Entry. The government also wants to remove barriers for doctors and other essential workers who are in high demand, enhance pilot projects that support pathways to permanent residency for caregivers and agri-food workers, and improve newcomers' access to information so they can make sure they meet requirements and are connected to federal, provincial, or territorial immigration programs.

The fourth pillar of the IRCC, which also includes the development of a new Municipal Nominee Program, has as one of its objectives to increase French immigration outside of Quebec. Additionally, the government continues to collaborate with Canada's territories, provinces, and corporations to create pathways to permanent residency, including The PNP.
