IRCC invites 4800 candidates in latest express entry draw

Candidates have been asked to participate in the 13th Express Entry draw of 2023 by IRCC. In an all-program draw, Immigration, Refugees and Citizenship Canada (IRCC) issued 4,800 invitations to apply (ITAs) to candidates. Candidates needed at least a 488 on the Comprehensive Ranking System. Since April 26, this was the first all-program draw. Candidates from all three of the Express Entry application management system's programs—the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), or the Federal Skilled Trades Program (FSTP)—are taken into account when there is an all-program draw.


This draw comes after the most recent one on May 10, in which 589 individuals who were eligible for the Provincial Nominee Program (PNP) received invitations to apply (ITAs). Candidates are only taken into consideration if they are in the Express Entry pool and have also been nominated by a Canadian province in a PNP-only draw.


2023: Express Entry


Express Entry has not yet developed a clear pattern in terms of the number of candidates invited, the frequency of drawings, or even the kind of draws, for the entirety of 2023. The pre-pandemic pattern of two-week intervals and invitations to all programs' candidates for draws continued in January. When the IRCC held four draws for particular programs between February 1 and March 1, this changed in February.


Three draws were held in February, and one draw was held per week in March. Throughout March, around 21,000 hopefuls received invitations. In terms of ITAs issued in a single month, this was the second-highest total in Express Entry history. The pre-pandemic schedule of one all-program draw every two weeks was resumed in April. It is anticipated that IRCC would start organizing drawings later this year that focus on candidates for Express Entry based on particular qualities rather than a high CRS score. When Bill C-19 obtained Royal Assent in June 2022, this was made practicable. The Bill will allow Canada's immigration minister the power to select applicants who will help the country achieve its economic objectives by relieving pressure in particular industries brought on by persistent labor shortages.


The IRCC and the immigration minister have complete authority over the Express Entry draws. The Immigration and Refugee Protection Act has no provisions regarding the frequency of drawings, which programs will be used, the number of applicants, or the minimum CRS cut-off score. In other words, if the minister does not feel it necessary, IRCC is not required to follow a pattern or even hold draws at all. The Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class are three Canadian economic immigration programs that are managed by the Express Entry application management system.
