British Columbia, Quebec, Manitoba, and Prince Edward Island issue invitations for provincial immigration

Recent draws have seen ITAs issued by four provinces. Candidates who wish to apply through provincial immigration programs have received invitations from British Columbia, Quebec, Manitoba, and Prince Edward Island this week.

With the exception of Quebec and Nunavut, the majority of Canadian provinces and territories run their own PNPs. Interested candidates may receive invitations to apply for provincial nomination through these initiatives.

Getting a provincial nomination may help you become a permanent resident. The immigration policies of Quebec are different from those of Canada and are handled by the province. Only Quebec has authority over immigrants from every economic class.

Each year, 105,000 PR admissions are made through the Provincial Nominee Program (PNP). The annual number of PNP admissions started in 1998 and has been gradually rising ever since. Both the federal government and the provincial government view it as a useful tool for fostering economic growth outside of urban areas.

Results for provincial immigration from December 1–Quebec

On November 24 Quebec issued invitations to 998 skilled individuals to submit applications for permanent selection, and an additional 513 on December 1. Candidates needed job offers outside of the Montreal Metropolitan Community and a minimum Arrima Expression of Interest score of 603 points for the November 24 draw, which did not specifically target any NOCs.

Candidates with particular NOCs and job offers from outside the Montreal Metropolitan Community were the focus of the draw on December 1. Candidates had to have Arrima Expression of Interest profiles with minimum 589-point ratings.

Invitations were sent out by the Ministry of Immigration, Refugee, and Integration (MIFI) to immigrants who submitted applications through the Quebec Regular Skilled Worker Program (QSWP).

The time limit for submitting an application and paying processing fees for those who have been asked to apply for permanent selection by Quebec is 60 days. Beginning on the day when all necessary information is obtained, Quebec plans to process complete applications in six months. This refers to all paperwork and forms.

British Columbia

On December 6, more than 188 applicants were invited to submit their applications for a provincial nomination in British Columbia. The province held a targeted tech draw and invited 144 candidates. Candidates from the categories of International Graduates and Skilled Workers, as well as Express Entry applicants, received invitations.

Candidates needed SIRS scores of 95 or above to enter the tech drawing. Similar to the Express Entry Comprehensive Ranking System (CRS), SIRS only applies to the PNP of British Columbia. The following occupations were also the subject of invitation rounds from the province.

Twelve healthcare professionals from the Skilled Worker, International Graduate, including Express Entry category, 32 early childhood educators and assistants (NOC 4214), with scores of at least 60 points, and other priority occupations with minimum scores of 60.

Manitoba

Under the Manitoba Provincial Nomination Program, 305 candidates were asked to apply in total. Candidates must fulfill a minimum set of requirements related to their program in order to be invited. The province extended an invitation to:

- 206 invites were sent out by Skilled Workers in Manitoba, with a minimum score of 775.

- With a minimum score of 673, Skilled Workers Overseas extended invitations to 43 candidates.

- 56 invitations were sent out by the International Education Stream without a scoring requirement.

- 31 of the applicants that were invited to apply had Express Entry profiles.

All expressions of interest (EOI) submitted before November 16 will still be processed by the province in accordance with the NOC 2016. Any EOIs submitted on or after November 16 will be reviewed in accordance with NOC 2021.

Island of Prince Edward

Through the Express Entry and Labour streams, Prince Edward Island accepted 69 candidates on December 1. This raises the total number of applicants the province has thus far invited for the year 2022 to 1,721.

Candidates for PEI nomination through Express Entry must submit a separate Expression of Interest (EOI) to the PEI PNP. The Comprehensive Ranking System (CRS) for Express Entry is used to rate EOI profiles, and similar to the CRS, the highest-scoring applicants are asked to apply through monthly lotteries.
